Clean water provider - tanker ships

How do we construct floating water treatment/power plant machines?

   Self contained and self charging systems cleaning up dead sea water.  These ships will be powered by large salt batteries.  Feed stock for the batteries will be the brine created by staged electrical dialysis.  Cleaning and separating out the salt from the water will be a self sustaining amplified power feed back loop.  It will be an efficient and strong power plant.   Supplemental solar systems and turbines can be added as needed for pumping and high altitude spraying.

   Picture ship armadas, sailing the seas and providing clean water wherever needed.
